The StudyinRomania platform is administered by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI).

StudyinRomania was developed within the framework of the "Internationalisation, equity and institutional management for a quality higher education" (IEMU) project. The portal aims to offer a high quality data base with the existing educational offer of Romanian universities.

New, updated modules, providing a better adaptation of the platform to current technologies and, implicitly, attracting new students, have been developed by UEFISCDI, together with the Ministry of Education (ME), through the project Quality in higher education: internationalization and databases to enhance the Romanian education system (POCU-INTL) between 2018 and 2022, co-financed by the European Social Fund through the Operational Program “Human Capital” (POCU).

The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labor market requirements and international standards.

The Executive Agency for Higher Education, Research, Development and Innovation Funding is a public institution with legal personality subordinated to the Ministry of Education, with responsibilities in higher education, scientific research, development and innovation. UEFISCDI has coordinated a large number of projects on these topics with national and European funding, bringing together the expertise of numerous national and international experts. Due to the nature of UEFISCDI’s mission, the institution established a strong functional relationship with the Romanian universities.

Romania ranks 52nd in the Human Development Index, and is a developing country.

It has the world's 47th largest economy by nominal GDP and an annual economic growth rate of 7% (2017), the highest in the EU at the time. Following rapid economic growth in the early 2000s, Romania has an economy predominantly based on services, and is a producer and net exporter of machines and electric energy, featuring companies like Automobile Dacia and OMV Petrom.

It has been a member of the United Nations since 1955, part of NATO since 2004, and part of the European Union since 2007. An overwhelming majority of the population identifies themselves as Eastern Orthodox Christians and are native speakers of Romanian, a Romance language.

Romania is a country located at the crossroads of Central, Eastern, and Southeastern Europe. It borders the Black Sea to the southeast, Bulgaria to the south, Ukraine to the north, Hungary to the west, Serbia to the southwest, and Moldova to the east.

It has a predominantly temperate-continental climate. With a total area of 238,397 square kilometers (92,046 square miles), Romania is the 12th largest country and also the 7th most populous member state of the European Union, having almost 20 million inhabitants.

Its capital and largest city is Bucharest, and other major urban areas include Cluj-Napoca, Timișoara, Iași, Constanța, Craiova, and Brașov.

We'll start with this for obvious reasons - convenience. If you’re thinking of going from one part of the country to another, for example from Bucharest to Cluj-Napoca, Timisoara, Oradea, Suceava or Iasi, you should consider catching an internal flight.

Why? Because the 450 km between Bucharest and Cluj-Napoca which takes about 6-7h by car or 8-10h by train takes only 40 minutes by plane - and for a very affordable price. That's why it's the best way of travelling longer distances in Romania.

There are 3 low-cost companies (WizzAir, RyanAir and BlueAir) and the national airline Tarom that operate internal flights in Romania connecting major cities around the country.

- the most popular routes such as Bucharest to Cluj-Napoca or Timisoara even have 3-4 flights each day with different companies - so be sure to check all of them. Ticket prices start from €10 (per way) and can go up to 50-70€ if you buy them 2-3 weeks in advance and some companies like BlueAir give let you check-in 1 piece of luggage for free!

So if you're short on time and want to see as much of Romania without the stress and hassle of extra-planning, it’s worth saving time and energy and looking at internal flights. It's a cheaper option than renting a car and definitely much faster than taking the train or bus for long-distances.

Student visa requirements in ROMANIA

Once you get your letter of acceptance from the Ministry of education, youth and sport, you have to apply for Romanian student visa to your closest Romanian Diplomatic Missions (embassy or consulate). Students arriving from the EU countries, the European Economic Area, as well as from Canada, Croatia, Japan, Moldova, South Korea, Switzerland, USA and Serbia do not need visa to enter in Romania.

All other international students are required to apply for a Romanian student visa prior to arrival. Student visas may take from two days to 2 months to process and one can only apply for a student visa once the Ministry of Education in Romania has issued the letter of acceptance to study.

Cost of living in ROMANIA

Romania is one of the least-expensive countries in the EU. It has prices for every pocket. Private accommodations range from under 100 euros per month per person to over 300 for a whole, multi-bedroom flat. A beer in a pub starts for as little as 1.5 euros but can also be about 3-4 euros in more fancy places. Traveling is also inexpensive. The price for a train ticket for about two-hour trip is no more than 10 euros and a flight ticket within Romania starts at 15 euros one-way, while tickets for students under 26 are half-priced. Food is very cheap if you buy it from supermarkets and virtually all accommodations in Romania provide cooking facilities.

Education system in ROMANIA

Education in Romania is based on a free-tuition, egalitarian system. Access to free education is guaranteed by Article 32 in the Constitution of Romania.[1] Education is regulated and enforced by the Ministry of National Education.[2] Each step has its own form of organization and is subject to different laws and directives. Since the downfall of the communist regime, the Romanian educational system has been through several reforms.

Student facilities

If you decide to apply to and enroll in a Romanian university, there are some benefits you can enjoy as a student here:

  • free of charge medical care and psychological assistance, provided in the higher education institution, medical and psychological facilities in public clinics and hospitals;
  • at least 50 percent discount domestic public transportation (except for air transport), during the academic year;
  • discount entrance fees to museums, concerts, theatres, operas, cinemas, and cultural and sport events, organised by public institutions;
  • waiving the tuition fees for almost half of the students enrolled in public universities, based on the candidate's high school performance and/or the results of the admission exams – only for EU/EEA and Swiss students;
  • possibility to apply for financial assistance, grants-in-aid, living allowance, social allowances directly to the University, depending on your financial situation – although some are available to EU/EEA/CH students only.
  • Your University of choice should be able to provide exact information in terms of which of the above are applicable to you.

The Romanian Visa

General information regarding the conditions of entry on the territory of Romania:

IMPORTANT!

As per the provisions of Regulation (EU) no. 610/2013, as of October 18th 2013, when calculating the right of stay for third state applicants, a time period of maximum 90 days in any 180 day period shall be taken into consideration. You can calculate your right to stay by using the calculator made available, for this purpose, by the European Commission.

In order to comply with the requirements laid down in article 6 from GEO 194/2002 modified, upon arrival in any Romanian border post, for the purpose of entry, you must comply with the following:

a) submit a valid travel document, recognized by Romania;

IMPORTANT!

As per Regulation (EU) no. 610/2013, for third state visa applicants who estimate to stay within the territory of Member States for a duration of maximum 90 days in any 180 day period, the valid travel document granting them free passage must meet the following criteria:

  • It must be valid for at least three months after the estimated day of exit from Member State territory (In justifiable cases of emergency, this obligation may be removed)
  • It must have been issued within the last 10 years (documents issued prior to 2003 are NO LONGER ACCEPTED).

The date of entry shall be the first day of stay on the territory of Memebr States, and the date of exit shall be the last day of stay on the territory of Member States. Stays authorized as a residence permit or a national long term visa are not taken into consideration when calculating the duration of stay on the territory of Member States.

b) submit a Romanian entry visa or a residence permit, issued in accordance with the provisions of GEO 194/2002 modified through Law 157/2011 or, depending on the case, any authorization that grants the holder the right of transit or of stay on the territory of Romania, on the grounds of European legal instruments that are mandatory for and applicable to Romania, provided that it has not been differently settled through international agreements;

c) submit documents that justify the purpose of the trip, the conditions of stay and that probe the existence of appropriate means of support for the entire stay, as well as for the return to the country of origin, or for the transit towards another country where you are undoubtedly allowed entry;

d) the entry into the country of destination, as well as leaving the territory of Romania must be guaranteed, in the case of third-state citizens who transit the national territory;

e) you do not belong to the category of third-state citizens who are refused entry on the territory of Romania, or have not been registered as undesirable;

f) alerts with regard to the refusal of entry are not registered on your name in the Schengen Information System;

g) you do not represent a hazard to national security, order or health.

IMPORTANT!!!

Please note that holding an entry visa does not guarantee entry on the territory of Romania. All foreign citizens who wish to travel to Romania must make sure they abide by the conditions mentioned above, in accordance with art. 18, paragraph 1 from Emergency Ordinance of the Romanian Government n˚ 194/2002 regarding the regime of third-state citizens in Romania, amended by Law no. 157/2011. The visa granting conditions and the conditions of entry are complementary.

General information on Romanian visas and conditions of traveling to Romania

A visa is a document that enables the holder to report to any Romanian border checkpoint and to require either transit through or a short stay on the Romanian territory. The border checkpoint officers will demand proof that the general conditions of entry and stay on the Romanian territory are met as provided by law. Should those conditions not be met, aliens will not be allowed to enter the Romanian territory, although they might have previously obtained a Romanian visa.

According to the provisions of GO 194/2002 concerning the regime of aliens in Romania, republished as subsequently amended, the Romanian visa is granted by Romanian diplomatic and consular missions abroad.

Types of visas granted and issued by the Romanian state:

1. The airport transit visa (marked A) allows the access into and stay in the international area of an airport until boarding the plane to the country of destination;
2. The transit visa (marked B) allows access on the territory of Romania, for the purpose of transit, for a duration of at the most 5 days;
3. The short-stay visa (marked C) allows entry and a short stay of aliens on the territory of Romania for no more than 90 days within an interval of maximum 6 months from the date of entry (in the case of a multiple-entry visa , the duration of the stay will be taken into account from the date of the first entry). The Romanian short-stay visa is granted for the following purposes: official government mission, tourism, business, private visit, transportation, participation in sports activities, as well as cultural, scientific or academic events. In the case of a holder of a short-stay visa, the stay right cannot be extended.
4. The long-stay visa (marked D) allows the entry and stay of aliens on the territory of Romania for a period of 90 days at the most, for the following purposes: economic activities, professional activities, commercial activities (such as investment), religious or humanitarian activities, work, studying , family reunification, as well as research. The right to stay in this case is of 90 days; however, this type of visa allows for its prolongation following an official request addressed to the Romanian Office for Immigration which is part of the Romanian Ministry of Administration and Interior. The requests for the extension of the right of stay must be personally submitted by the applicants, at the local branch-offices of the Romanian Office for Immigration closest to their place of residence, at least 30 days before expiry of the stay right granted by the Visa.

Short-stay and transit visas can be exceptionally granted by border checkpoint officers, at the Romanian border checkpoints, according to the provisions of Council Regulation (EC) 810/2009 of the European Parliament and Council of 13 July 2009 on the issue of establishing a Community Code of Visas (the Visa Code) and of Regulation (EC) no. 562/2006 of the European Parliament and of the Council, establishing a Community Code on the rules governing the free movement of persons across borders (Schengen Borders Code) published in the Official Journal of the European Union L / 105 of 13 April 2006.

The right of stay on the territory of Romania, granted to aliens under a short-stay visa, cannot be extended. The purpose of the trip to Romania undertaken by aliens on the basis of a short-stay visa cannot be altered during their stay on the territory of Romania.

The long-stay visa shall only be granted with the approval of the Ministry of Administration and Interior - the Romanian Office for Immigration.

Aliens having entered the territory of Romania with a long-stay visa may apply for the extension of the right of temporary residence and obtain a residence permit. The request filed in this respect must be addressed to the Romanian Office for Immigration within the Romanian Ministry of Administration and Interior.

All aliens requiring a Romanian visa shall attach to the duly filled-in and signed application form a valid travel document, acknowledged by the state of Romania, to which the visa sticker may applied as well as all the documents required under the law to attest the stated purpose of the trip, the duration of the stay, financial means for the stay, as well as the possibility for the aliens to return to their home country or continue the trip to a third state, upon the end of their stay in Romania.

As to the states or territorial authorities that are not acknowledged by Romania, visas shall be granted at request, on uniform forms, regulated by the Government Emergency Ordinance No. 94/2008 on establishing measures regarding the issue of electronic passports and other travel documents. .
